One way to deal with used cleaning solvent if you're being watched by the environmental regulators is to just leave it out in an open container and let it gradually evaporate. Then take the sludge and burn it in your wood stove when you have a good fire going. Obviously this isn't environmentally perfect since the solvent ends up in the air, and the heavy metals (mostly lead bearing metal and cad plating) end up in the wood ashes) but it beats dumping it in the vacant lot down the street or worse yet down the storm drain. If you burn the sludge on a hot wood fire, it won't make any significant smoke.
