Once the boat gets up to planing speed I am not sure if there is a maximum theoretical hull speed. Displacment hulls (not planing) do have a maximum possible hull speed.

Consider the WW2 PT boats with 3 1500hp Packards, easily beyond the horsepower in that Riva and they were built of plywood.

Hydroplanes and hydrofoils are other good examples of boats with high horsepower engines.
