We had a similar problem with a logging truck in the Otway Ranges many years ago, no inlet manifold heater. Apparently the heavier trucks were designed to allow time to warm up when first started, and then run continuously for the day and this was supposed to prevent the icing up. We got around the problem by ducting hot air from around the exhaust manifold so it warmed the carby base. Had to remove/bend the shroud on hot days in summer if you worked the truck all day. If memory serves the shroud was made out of a 1 gallon metal oil can and was held in place by the exhaust flange/nuts. That allowed the top section to be bent to the right shape to do the job.
