That is a bolt with insulating washers. Broken washers = short circuit. Sixty year old plastic parts. When mine went bad, I replaced the two wires and all the hardware with one wire from points to coil, and molded windshield urethane through the hole. Just like the factories did it from 1960s to 90s.
