I have done machine design work for Bandag. I have also made a lot of retreading equipment for them in the machine shop where I used to work. Seeing their process first hand, I would use their tires on a dual rim application, but I would never use them on a single rim.

The foreign retreads, I would trust even less. Holland may as well be China as far as I am concerned when it comes to trusting my tires to not kill someone.
