Depends fully on what kind of job you want.
You're not going to get a good looking job with that much paint on there. You have to either remove the paint chemically or mechanically but that's too much paint build up & a DA sander is not the right tool to try to remove it. A DA sander is basically a shortcut used to feather paint where doing it the proper way isn't cost effective.
The tools I use to prep paint...Blast media, Epoxy self etching primer, a long board more epoxy...lots & lots of wet sanding with a block....that's it!
If you can't have it media blasted, I'd get some gloves & get the paint stripper going but it's not a fun job.
