The obvious cause of a rough idle is a vacuum leak, but you know that and you checked for it. Still, if you feel like double-checking, get a propane torch, take the burner off the end, and put a couple feet of rubber hose on it, open the valve a bit and "sniff" around anywhere there could possibly be a vacuum leak. If the propane gets sucked in by a leak, the engine will smooth our or speed up. This is a quick way to track down vacuum leaks. If you have anything on your truck with a vacuum diaphragm ('74 should have quite a few) make sure you give them all a good squirt of propane too. I'm not clear about whether it idles okay after it warms up, or if it never idles well. If it's a warm-up issue the choke has to be involved, but if it won't idle even when it's warm, then it's probably too lean with the throttle closed which of course has to be either air getting in downstream of the carb, or the carb not letting enough gas in. "Fluttering the gas pedal" makes me think it's only getting gas via the accelerator pump. Clogged low speed jet? If you convince yourself it's not a vacuum leak, I guess it's time to take the carb apart and clean it all out. You might not even need a rebuild kit if the gaskets are still decent.
