Thermoquad woes

Hello.

On the shop's 79 W-400 service truck, I am sorta stumped on an issue the truck is having. The truck has a 360 with a carter Thermo-quad carb. The truck runs out well, has plenty of power, yet no matter what I do, it will not idle. I even tried cranking the high speed needle up more and more and still nothing. It will jump from no idle at all, to idling erratically at 1500 RPM (as according the factory tach) All the vacuum hoses look good, and I even tightend the carb mount bolts some too, and still, nothing has helped yet. Also when you start the truck, even tho the choke is working, you have to really pump the gas alot and then keep on fluttering on the gas pedal till it warms up. So, with these 2 issues, I wonder if there is something messed up in the low speed metering circut on the carb? The carb is a reman unit that was done up about 10 years ago, but...the truck only has like 17K actual miles on it. Thanks for your help.
