The person reluctant to make an offer is usually the one least worried about being labled a "thief". They are most often comfortable with their reputation in the community. The person most reluctant to make an offer is usually the one who would make the most reasonable offer, if they were in fact inclined to do so. By walking away without playing the "make an offer" game, they are sending a clear signal that they are not trying to "steal" a deal.

On the other hand, those who refuse to name a price and are fishing for offers are usually the ones who think they are sitting on a gold mine, are easily offended, and most apt to let something with marginal value sit and rust away with the rest of their treasures.

Then there are those who really know what they have, know when they meet someone who would be a good caretaker of a piece of property that means a lot to them, and just want to pass it on to them regardless of what they can afford of can offer. These types are good people and are easy pick out of the crowd. They usually wait until the right person for their "treasures" comes along and usually are successful in getting the normally reluctant "offer maker" to actually make a reasonable offer that ends up making both happy. The normally reluctant offer maker knows these folks when they meet them and knows when to break their own rules.
