Powder coat is basically extremely fine plastic dust. You get the dust to stick to the part using static electricity then bake it so the plastic dust melts and flows out to form a cohesive coating.

The thicker the coating the more likely it is to chip. A little surface roughness may help adhesion since it's a physical bond with the metal, not chemical.

As others have stated you can't easily touch up powder coating, the fix for a chip would probably be to paint it, though I have heard of people doing a "chemical" powder coat repair, but never seen it done.

I've done some pieces with my little Eastwood kit and I like the results, the stuff is very hard but brittle. But I can't speak to it's longevity since I'm a LONG way from being ready to put any of my parts back into service, and even then, there's no snow in Southern VA so it's not the torture test the rust belt provides.

For running boards I tend to vote for the Line-X Paul recommended. That stuff is indestructible. But the rims might be a good candidate for powder. I plan on doing mine with it.
