It depends. There are different types of electric fuel pumps, roller-cell, internal-gear, peripheral, bellows, probably others. If you've got bellows type, there's probably be no problem 'pulling' fuel through it when it is off, you're just overcoming the checkvalve. For the positive displacement types(roller-cell and internal-gear), it shouldn't work as the internal parts of the pump have to be moving to allow fuel to pass. For the peripheral I'm not sure, this is pretty much the standard on new autos. If you can hear pulses from the pump when it is operating, it's not a peripheral type. I'd probably first see if my lung power could pull fuel through it, of course take precautions so as not to suck fuel into yourself.
