Ideally, both! But bravo on using a vacuum gauge at all! One of the best tools for doing a tune up!
Don't be too concerned about what the dampner or sticker says, let the engine tell you what it wants instead. If it runs, starts easily, idles properly, shuts off without dieseling, and doesn't ping on accelleration, you've found the sweet spot!
Don't forget to re-adjust your carb settings as you do this to keep everything in sync! Good luck!
