Most manufactureres will use what they call a fusable link (a calculated thickness of wire) to connected battery power to the distribution panel or better known as a fuse block. Coming off either you battery or the starter relay you will find a smaller wire that feeds back into this junction. At some point near the end it will get bigger and then taper down again, this bigger section is the fusible link. Either way it sounds like this same wire, fused or not, is not delivering power to the fuse block. If you have a test light or multimeter you can easily find the problem by touching one end to a ground and the other to the end of the wire. You should see 13.5 volts or see the light turn on. One thing i found is that a multimeter will show the voltage but will not put a load on the circuit, sometimes misleading you.
