Title laws vary from state to state, and assuming you are in Minn., you will have to follow Minn. law to get a replacement title. Contact your state DMV again for the correct procedure to follow. What works in other states will not necesarily help you in Minn. If your local DMV office is clueless, contct the DMV main state office. Good luck.
