M37 rims

Well, this may seem like a silly question but I need the answer
so here goes. I have a 1961 B1. The rims have 5 lug nuts and
a "ring" that seems to go around the outside the the rim
where it meets the tire. Are these split rims? what is
the ring for? The reason is I am puting new tires on and dont
want to seem like a complete yutz when I go to the shop.
