Dont forget about brake shoe adjustment. Even if all the remainder is intact, you need to have appropriate shoe clearance. Pull off one wheel and have someone push the brakes to see if the shoe travels. If it doesnt it is you cylinders or a leak. If it doesnt, try a shoe adjustment first.
