This wire goes through the horn button switch to ground. The idea is that you connect the wire to the ground side of your relay switch coil so when you press the horn button, the relay throws and activates the horn. If you have a real small horn, then you could isolate the horn body from ground and have the horn button connect the horn case to ground directly, but you don't want too much current flowing through your steering wheel so this is not usually done.
