Doesn't it have a brass float? All the B&B's I've seen did. It probably has a pinhole in one of the solder seams. Get the gas out of it by drilling a small hole if you need to. Make sure it just has air inside it. Solder up the hole you made. Brass is easy to solder with a soldering iron so you don't have to use a flame and worry about blowing it up. Let it get cold. Put some water on the stove and boil it. Turn off the heat. Push the float under the water. As the boiling water heats up the cold air in the float, a thin stream of bubbles will come out of the hole. Then solder up that hole, let it get cold, and try again. Or you could just re-solder all the seams and then give it the hot water test. You may wonder if the heat from soldering will leave a partial vacuum in the float and keep it from getting pressurized and generating bubbles in the hot water. If it's sealed well, the partial vacuum doesn't matter and your float is good. If it's not sealed well, air will leak into the float through the hole as it cools off, so there will be plenty of air to pressurize it when you heat it up in the water.
