That's not rust through - it's surface rust in the stress crack - usually caused by bolts not torqued enough allowing things to move about. 1. I believe 18ft/lb to be too little.
2. I would be checking hole size relative to bolt dia.
In this type of application everything needs to be a neat fit and torqued down evenly like a cylinder head. It's amazing how much pressure these have to handle when being worked hard and once damaged, it's only a matter of time.
I would be pulling all bolts and checking closely or replacing with new.
