Sounds like the master is getting gummy inside.You could try bleeding the master, to flush out some gunk.
Otherwise, I'd say you were right about needing adjustment. They do seem to need it pretty often, especially if it was recently resurected, or new shoes getting seated in.
You only adjust the upper cam, the lower is only set once for the new shoes. Now that they have arced themselves to the lower setting, they will grab if you mess with it. That is because the lower cam doesn't just move the shoe outward. Being eccentric, to move out also moves the pivot up or down, making for more heel or toe contact.
