The way I read it, he was calling the service manager a Dickweed, not the tech. He described how a tech had to come over and show the service manager how to run the computer.
A lot of Dickweeds get paid 6 figures. Apparently Dickweeds are seen as a very valuable asset by some.
Why is it so common that those with practical experience, and lessor pay, are commonly the ones expected to show those lacking practical experience, but drawing more pay, how to do their jobs?
