Then when you get the "you won this item" E-mail you just send a request for total asking for a physical address.
The only thing you can't do is buy an item that is labeled "immediate payment required"
Those require a PayPal account.
Most sellers should work with you, though a few may not.
PayPal is reasonably safe for the buyer, I hear a lot more complaints about sellers losing money through PayPal then buyers.
So far I have not lost any money either way through PayPal and I sometimes buy 30 plus items a month, and sell at least that much.
