Centered Rear Axle Revisited

I got some more pictures taken of the Centered Rear Axle that i found, it seems to have some more 'field engineering' done to it.

It appears that the previous owner has welded the Flange to the Hub, i'm likely going to be doing a hub-swap on this anyway to install Ray's disc-brake kit, but if i was to grind this weld off, would the hub be re-usable? i'm thinking that if the flange surface isnt flat then it'll never seal.
