I think that, after severe fouling, a coating of "stuff" left behind after the fuel evaporates stays on the insulator and possibly provides a less resistant path than the fuel laden air across the gap. This is why cleaning the ends of the ground strap and electrode doesn't produce a change.

Mere speculation on my part though.

Another "trick" is to pull the plug wire off the plug causing an arc to occur in between the plug and wire. I've had some engines where this got the plug to start firing and then, after pushing the wire back on, it would continue operating normally until the next time it fouled. It was a regular thing for me to do on the front cylinder of a motorcycle I rode for years when I was young and poor.
