Like I say, I've had the points in them get "frozen" stuck for unknown reasons, plus "new" doesn't necessarily mean correctly made these days. I've noticed the price of electromagnetic regulators has jumped from about $15 to $80 as they get more scarce, while the quality has gone down. In any case the two good things about the electromagnetic kind are that they'll withstand more abuse (mis-connection, voltage spikes, high temperatures) than the transistorized ones, and you can open the cover, look inside, and troubleshoot them. Pushing the voltage coil contacts solidly open or closed by hand is always one of my first steps when I have a charging problem. The bad things about them are that you can never get the adjustment to hold reliably at much better than a range of about half a volt, and the vibrating points can burn.
