Dave, take an ohm meter or a test light. Pull the tail / brake light bulbs. Disconnect the wire on the master cylinder brake light switch that is the hot wire to the rear light. Connect one lead of your test light or ohm meter to a good ground. Touch the other lead to disconnected wire that feeds the rear lights off the m/c brake light switch. If the meter goes close to 0 ohms or your test light comes on, the wire to the rear brake light is grounding out. If your meter stays at infinity or the test light does not come on, the problem is back up the line from the brake light switch through the hot feed wire to the brake light switch. Be sure to have the battery disconnected and don't discount the brake light switch itself.
