The reason for rivets instead of bolts is because when a rivet is installed, it completely fills the hole as it cools....to the point that they are very hard to remove & are need to be pounded out. Bolts, on the other hand, become smaller as they're tightened...they stretch. Even if reemed, once tight, the bolt will be smaller than the hole.
If a few rivets on a frame need to be removed to replace a bracket...it's much better to rivet the new bracket on. Usually they end up bolted since very few people have the equipment necessary to rivet a bracket properly.
My advice...don't take apart a perfectly good frame for this purpose...you'll do more damage than good.
If a guy was hell bent on doing a restoration worthy of all this work, my suggestion is to find someone that has the rivets & equipment to rivet it back together.
