Robert,
My '55 C3PW was suddenly acting bad in rough terrain, steep uphills and down hill trails. On flat ground/smooth level trails no problems at all. I went crazy trying to figure out what was wrong. Everything mentioned thus far was examined and reexamined.
After later developing a small leak in the fuel line at the base of the carb..(I have done the Helitool 318 conversion with a 550 cfm Edelbrock carb). I replaced the length of fuel line affected.
Also on the base of the carb was an extra vacuum port with a rubber cap/plug closing it. I had pulled it off before; but this time I turned it over and examined the bottom side. There was a longitudinal crack along the middle 3/4 of the cap/plug.
I started the engine with the cap/plug firmly in place, and then touched it and suddenly I could hear the vacuum leak and the engine would stutter exactly as it had in rough/steep conditions. I bought a package of various sized cap/plugs and put on the appropriate sized over the vaccum nipple. No further prolems thus far.
Eddie
