You are most likely going to have that made for you.
I don't believe that it is a "standard" nut,past or present.
No "Budd" dual wheel assembly ever used a nut like yours along with a spacer plate.
That nut is unique to an "after market" accessory company making Dual wheel conversions.
You might try someone like JC Whitney as there catalog were full of these type kit's.
Any Budd dual wheel setup back in the day used a inner wheel,inner wheel nut, outer wheel and lug nut.
