I have never seen a stud quite like that one so I can not help you in your search. I am trying to see if I understand the sequence of assembly in hopes to clarify it so someone else can help. It sounds like this is the way the wheels mount:

1) Inside dual fits over hub studs and up against brake drum flange

2) Adapter studs tighten over hub studs and holds inside dual to drum flange

3) Thick spacer ring with 5 holes fits over adapter studs with holes clearing the shanks on the adapter studs

4) Outside dual fits over adapter hub studs and up against spacer ring

5) Lug nuts thread onto adapter studs and hold outside dual to spacer ring

I have never seen a setup like this on a Power-Wagon, but I have heard that they were available aftermarket. If I assume correctly, the wheels are not actually special offset dual Budd wheels, but OEM Power-Wagon Budds, the same as the front wheels? If so, you have somewhat rare parts there. A good machinist can make a new stud for you if you are not successful in finding a good replacement.
