The 1/2t came with 7.50 tires, that nestled behind the door just fine. Worn 9.00 spares just barely fit on 1/2t carryalls or panels. So, having to move it from behind the passeneger door, where else could it go? And in those days, the driver was just that, an officer's driver. A specialty when some recruits had never been in an automobile. So, block the driver, and allow the officer ready egress. And carryalls also needed the passenger door for access to the back seats.
And the bonus of some driver's protection too. No where to put it where it could protect the officer anyhow.
But I'm just guessing.
