They do sell "Radial Tubes" that are supposedely more flexible, so generate less heat in flexible radial tires. But I don't know whether that is a distinction without a difference.

The biggest problem with used tubes going into different sized tires would be wrinkles. If tubes wrinkle, they develop porosity at the wrinkle, and leak. Plus, just the general age of the used tubes. Maybe it is time for new ones anyhow.

Tires are expensive, and radials tend to blow out and destroy themselves if run low. Want to risk a $300 tire for the price of a $25 tube?
