Fender sections of angle strips reversed?

I welded and re-drilled one hole on each side. Making a round hole square is not to hard, use a small tri-corner file.

But it's been a couple years now, I don't recall which holes. Not all of them, or maybe I did heve my side pieces reversed?

I did make the mistake by welding the three piece angle strips together, then had to tortue them to get them lined up later.
