Is it only one wheel cylinder that has pressure in it when you crack the bleed valve? In that case, the problem has to be something downstream of the nearest tee. How old are your hoses? I've heard of the linings coming loose inside in such a way as to cause a "check valve" effect, though I've never had that myself. Do experiment with letting pressure out of different parts of the system selectively when it locks up in order to pinpoint the problem. Then you'll at least know what part to work on.
