You kind of lost me with the part about "a day without CHP, a day without CALTRANS, a day without CAL FIRE, etc." Nobody's going to have certain days with no emergency services. At worst, they'll cut back on personnel so as to have slightly worse service all the time. Bottom line is in this day and age everybody has to provide value in return for their budget -- maybe even government agencies. You're welcome to sue for whatever you want, but the taxpayers simply can't continue to give a blank check to every emergency response agency simply based on the threat that if they don't, terrible things will happen.

California got in their budget mess mostly through decades of not being able to say no to anybody. Obama will probably bail the state out before anybody actually loses their job, which is unfortunate because now and then it's good to take a hard look and see what you really need to be spending money on. I probably don't understand the California mindset, but if I was a Californian right now, you're right I'd be writing letters to Sacramento, saying that as a tax paying citizen, I can no longer afford to pay for every nice idea that anybody anywhere in the state might want, and when it comes to safety and security, I've always considered that to be primarily my responsibility. Bottom line -- when tax revenues don't cover everything everybody wants the state to do, something has to give.
