Factory valves are already preset and cannot be changed. You should purchase a new adjustable valve and follow the instructions. You would keep dialing in until you get the rear brakes to lock up and then back off per instructions. Its highly possible that your brakes could work better then they do now. You want the rear brakes to grab first and then have pressure shift forward as the weight shifts forward putting more brake pressure on the front as they are taking most of the stopping force at that time. This would relax the rears keeping them from locking up. I suppose in a perfectly adjusted system both front and rear should lock up.This is then where skill of the driver would come into play to avoid the lock up. We now have antilock braking to help the less skilled drivers over come this situation.
