Army terms placing restrictions on which vehicles could be dispatched based on winter weather conditions.
RED - Only vehicles on mission essential business
BLACK - Only emergency vehicles
Often there were additional administrative requirements such as "all wheels driven", "chains", "chains on all wheels", "assistant driver aboard", "two vehicles minimum", and other safety measures to protect the drivers or to insure the vehicle will complete the trip.
These are all the things that you wonder why they are not required when you see how many drivers lack winter driving skills - you know, COMMON SENSE.
