We used dry ice in the machine shop to shrink bushings for easier press fits. Never thought of using it for rusted bolts.
Freezing the nut will crush the rust in the joint, naking it not-so-stuck once things warm up. Freezing the bolt will make it smaller now, allowing penetration and cold-looseness.
