I hope that you are trying to start a debate. I hope you're attitude is not serious. If it is, it stinks. Even in the rural South there are laws on the books already about this subject. We don't need more, just enforcement of what is already there.
I don't particularly like to see junk lying around my neighborhood either. I lived in a small town with the same problem once. Instead of "reporting" them, a couple of neighbors and I went over and offered some help. We helped haul some stuff (using our old trucks, of course) and cleaned up a little. The point? We have a clean neighborhood, (there were several places involved) and we also have some more nice neighbors to visit with. I don't think it would have been possible if they would have been on the defensive. Which is where they would have been if they had encountered an attitude like yours. Maybe some day when you're older you'll understand that money isn't everything. Friendship is worth much more.
