I'd first ensure that there is no vacuum leak with the carb installation. One basic method is to spray in short spurts some starting fluid(ether) around the base of the carb making sure not to spray near the throat. Of course this is an obvious fire hazard so please take care and just for safety's sake have an extinguisher at hand. If the idle picks up at all when you spray the ether, you've got a vacuum leak. Also, assuming vacuum advance on the ignition, make sure that this is hooked up correctly to the carb.
I'm no master mechanic so hopefully someone here with more experience can shed some light on the matter. Finally, is the carb new out of the box?
