Try pinching off a rubber fuel line, or disconnect the gas some way. Run the engine until the carb runs dry, then re-enable fuel. The inrush of fuel might blow out the crud that is holding the needle off it's seat, enabling fuel to flood in.
If it works, you'll have a chunk of crud in your carb, to later plug the jet.
Most common debris to cause this is a sliver of rubber hose, from cramming the hose over a ragged steel line. Don't do that. Ever.
