Strange igntions switch

I'm rewiring one of the sno-cats and was trying to figure out the ignition circuit. It turns out the switch has the usual three terminals and the usual three positions, but the "off" position is in the middle. Turn it left and you get ignition only. Turn it right and you get ignition plus starter. Neither position is spring-loaded, that is, the switch will stay in the "start" position. The way it was installed, the right position was put in series with a push-button starter switch, but that obviously wasn't the way it was meant to be used. To use this switch the "right" way, without a separate starter button, it seems that you'd need to turn it to the right until the engine starts, and then flip it all the way to the left, skipping over the "off" position quickly so as not to kill the engine. This makes no sense to me. I even took the switch apart to see if the contacts were dirty or broken, but it looks fine inside. It's clearly meant to be a starteer switch (not a keyswitch off of something else) because the terminals are labeled "BAT", "IGN", and "STA". Any ideas on this?
