Neat Police at it again. Don't people have anything else to do besides tell people how to keep things clean. Yea but they can tell you what color your house can be or what you can do to the landscaping in some areas. All in the interest of being "neat" and "conforming" to what a few feel to be acceptably neat and acceptable.

In Washington State you can title the vehicle and never register it for the road. As long as it does not touch a public road you are fine. So it can sit in your garage, driveway or on your property without any issues.

So it sounds as if PA is just trying to find a way to raise money. I doubt that they really care about the vehicle they just see it as a way to raise revenue. I have seen California do it to my son when he moved back to Washington and titled and registered his car here. California actually charged and fined him then garnished his tax return because he did not pay the registration for the year after he left California. It seems that they were expecting him to send a notification of some sort that he had removed the car from CA and licensed it in another state.

When you come down to it, most governments just want money to spend as they see fit. They don't have it, so they declare your money theirs and take it. It is done in many ways. Yours seems to be a property tax as the vehicle is not on the public roads.
