They obviously have a "business presence" in every state where the equipment is being sold from, and you (or your carrier) has to go there to pick it up, so this seems pretty standard. If you have a tax ID number on file for the state where the equipment is located, they will not charge charge you sales tax. Theoretically, the state could audit them, track the sales to you, and make sure that you either paid use tax on the equipment if you kept if for your own use, or collected sales tax on it if you sold it to an in-state buyer.

I don't see anything unusual about how GL does it (I don't do business with them any more, but that's for other reasons). I know Memphis equipment has two locations. Perhaps the other one is in Florida? I did have one out-of-state ebay seller try to charge me sales tax, and it was clear from his explanation that he had no intention of remitting it to the state, but had merely checked the box on the ebay listing because he thought it would help cover his ebay fees. He wasn't so much crooked, as he was extremely naive.
