The magnetic base drill sounds perfect if you can stick it to the frame in a convenient place. I think the main thing is to get your hold square to the frame. Its alignment up and down or front to back shouldn't be that important -- that's what the swinging shackle is for.

One thing to keep in mind if you're planning to ream it to an exact fit is to leave enough room for the grease. Tighter is not always better. I've heard of guys rebuilding engines and deciding that if the spec on a rod or main bearing clearance is, say, 3 thousandths, half a thou would even be better. Then they end up with no room for the oil, and spun bearings.
