I have found all the lower races in my trucks like a washboard. Yet the bearing still had grease. I dont believe its a lack of grease that wears the lower race like you and I have seen. But rather 50 + years of back and forth steering, with the bearing not really spinning. Look at wheel bearings, packed properly they will last for many thousands of miles before they need repacking.

On my trucks, I replace the lower race and bearing, pack it properly and look forward to many years with no more bearing problems. I also replace the upper brass bushing/race with the same bearing and race that the lower trunnion has. Steering effort is greatly improved.
