There is no such thing as a little legislation.
It's why the United States once said "No tax on tea" and you guys said, "uh..OK".
232 years later there is very little difference, both countries are full of folks who can't stand to mind their own business. Better than a tax is a paving ordinance specifying or permitting paving that allows percolation of rainwater, a frigging tax is NEVER the answer, a plain and simple,... NO!
