When I flat-towed my M37 400 miles I tied the steering wheel rigidly with a rope (not bungee cords) and it tracked fine. Obviously that limits how sharp you can turn, but I had no problems. In my experience, nothing with track reliably without the steering wheel tied. Most vehicles will track for a while until one of the front wheels gets torqued by a chuck hole, a rock, or a bump in the road. When that happens, the steering spins all the way to one side quickly, which is dangerous. Better to tie it tight, take the corners wide, and put up with some drag and tire scrubbing on the corners. This assumes you're using a tow bar. I wouldn't tow with a rope/chain and somebody steering and braking the towed vehicle unless I was going up hill the whole way, or just a couple blocks across town. Other than that, there are way too many things to go wrong. They key things for safety are to make sure your towing vehicle outweighs the vehicle you're towing, and take it slowly in good weather.
