I must occasionally push my 18 on 78. Concrete is an ok road surface IF the base is properly constructed on properly prepared ground. Frost heave will force segments up and settling will allow some to subside. If I am not mistaken, I believe the NJDOT has begun work to correct the problems. Finish date?
