From that I take it to mean that they owned up, and said they would cover the repair. I do agree that they may have not made this clear enough to their dealers, or some dealers did not want to deal with it. But I heard about this issue from my mechanic when I asked about buying a Toyota of that era, and he said the sludge problem was fixed, and if one had a problem it would be repaired.

I would think Toyota should have acted faster, but maybe it was hard to pin down the actual problem? Or they were just dragging their feet, either way it looks like the company stepped up in the end. I just asked casually about this problem, and I found out how to get it repaired if needed without cost. I can not explain why the Toyota dealers would not have come clean right away once that policy was in place. That is a bad business practice.
